Right now I've developed a bunch of character ideas for the setting. Originally I was gonna design them and then add them, but given the shear number, it will take me a while. So for now, here they are, listed by alignment. Exactly who'll be what (Guardians Unlimited members, independent, part of other superhero teams, etc.) remains to be seen.

Thanks. Far as Thunder Woman goes, I have sworn off using any precreated characters for this setting. Every character I submit will be an all new creation made specifically for this.

Okay, first up is the heroine Lifeguard, from Dover, England. She is an athlete whose powers led to her being banned from competitive swimming, and so she has taken to being a part-time heroine who specializes in marine activities, and mainly trains students in swimming at the Guardians International Super-Hero Academy. She is kind of like a mini-Namor: superstrength, toughness, endurance, resistance to extremes of cold, and senses adapted to undersea darkness. She is even stronger and tougher underwater, and is one of the fastest swimmers alive, capable of outswimming and outmaneuvering torpedoes. She can also breathe underwater. Next is a villain, Shockwave. He is a disgruntled engineer turned industrial terrorist via a suit he created based off of kinetic battery technology he had developed, technology that was then ripped off by his employers before he could get a good patent. He tried to sue, but lost everything he owned in a legal battle that went nowhere. His only option was revenge, using his technology to build a cheap suit that allowed him to take out his frustrations on his former employers. That is, until he realized that he liked doing this, and that the suit was powerful enough to give him an edge against the strongest of superhero brutes and tanks. Thus he upgraded to mercenary and professional supervillain, doing it for the sheer enjoyment of wrecking stuff as much as for revenge or money. He's a notable supervillain because in the right circumstances he can become extremely powerful and dangerous. His suit allows him to absorb kinetic energy and force, literally eating the inertia of anything that strikes him. You can fire a battleship cannon at him, and all it will do is create a huge hole around him. This makes him nigh-unmovable as well. Offensively, he can boost his strength to superhuman level, and the energy can power powerful devices that can create powerful explosive blasts, shockwaves, and tremors. The boots have similar devices that allow him to leap huge distances and hit flying objects with surprising accuracy.

And here she is: I'm thinking she's from South Korea, so the outfit doubles as a national symbol. Once she becomes a full-time heroine she will likely end up functioning as South Korea's national superheroine.

Aaaaaand next is Luska. This mutant Goth chick hails form Northern Ireland, and as you might guess is one of the nastier "heroes" running around with the Guardians. She exists in a kind of gray zone between the youngsters at GISHA and the typical crowd of the Guardians Unlimited, as she is much too old to be a student, but is far younger than the majority of Guardians members.

Moving on, we have Durga, from India. Durga has the ability to manifest and manipulate her vast personal spiritual energy into physical force. This takes the form of forcefields projected from her body, which she can shape into physical extensions like giant energy arms, melee weapons, or wings for flight. Below is her demonstrating this, as well as her outfit without her sari/cape:

Guardians Unlimited. I think she'd be a good fit for the Guardians core team, but that'd be exceeding my self set cap of two characters per contributor. Course, if all10 and Red-X aren't gonna bother contributing any further then I suppose I could relax that limit...

Well, lets think about this for a moment.
So far, the lineup is: The Enforcer: Enhanced Human + High-Tech Firearms Empress: Superhuman Warrior + Bladed Weapons Thunderhead: Weather Controller Radius: Energy Blaster Omega Man: Flying Brick
So yeah, a psychic, a speedster, and a secondary physical powerhouse with some added bonuses would help round them out.

So male speedster, female psychic, female powerhouse? Why not have all of them be female? Eh, no. The idea behind Thunderhead was that he's a powerful character without needing to be superstrong and all that. Weather control is a very powerful ability that allows for a wide range of effects, so there is no reason for TH to be a flying brick on top of that. Well, since at this point the input of all10 and Red-X does not appear to be under consideration, we can make the team number 9 instead of 8 members. Or, you could make the speedster an Iron Man powered armor character, with emphasis on speed instead of strength and toughness.
