The Dominion are one of the greatest living threats to the freedom of the known world, moreso than Doctor Crypt and his Seven Sinners, more than the forces of Dammerung. For they are not the ambition of a single powerful man's will, but the collective unity of purpose and vision of an entire group of supervillains, each and every one of them a terrifying threat alone. Though they do not like each other, they respect each other, and treat all of their counterparts as equals, and this is what allows them a rare kind of solidarity that very few groups of supervillains can possess. The Dominion's goal is simple: to take over the world, destroy their enemies, and liquidate any authority but their own. After that, they have toyed with the notion of going beyond Earth to attack other alien worlds and alternate realities, expanding their empire from a planetary fiefdom to a tyranny that transcends reality. They are big, and every plan of their's is big; whenever they launch a plan, every hero on the planet knows that shit just got real. They are never something to be taken lightly. Members: (to be expanded) Xerxes- The founder. A creation of the Nazis ubermench programs on a quest to rule the world and make it a better place, whether everyone likes it or not. Uses technology and powered armor to enhance his already superhuman ability. Apollyon- Former superhero trapped in another dimension and seemingly left behind by the other heroes, 'rescued' by Xerxes with the promise of vengeance against those he percieves slighted him. Powerful pyrokinetic flying brick twisted by the forces he was exposed to. Widowmaker- An elite assassin and criminal mastermind who allied with Xerxes with the promise of power and domination. The Hierophant- A powerful Asian mystic and sorcerer. Sepulchre- The corpse of a Japanese technopath, transformed into a digital virus, held inside his "sarcophogous," a robotic body armed to the teeth. The Carrion Queen- The ruler of an alien hive mind of undead monstrosities, possessed of extraordinary psychic powers. Besides the core six leaders, the Dominion also includes six groups of six "Acolytes." These Acolytes are supervillains recruited and led by one of the six leaders of the Dominion, totaling thirty-six. Concept for Xerxes, the founder of the Dominion. Well, his head that is. Guy's overall design is giving me fits, but at least I've settled on something for his helm.

Ok cool, i thought the dominion was the anti-guardian group but i misread the dominion is much more powerful after reading the thread for a second time.

Yeah. The difference is in power level and goals.
The Dominion are vastly more powerful than the Guardians and in general have extremely big goals involving global/universal/dimensional conquest and domination.
The anti-Guardians are closer to the Guardians in power level, and are mainly devoted specifically to killing/destroying/neutralizing them so that they can then achieve their own plans afterwards.

Oh, just basically the electronic consciousness of an insane supergenius engineer held within a robotic powered armor suit, which holds his long dead corpse inside it (hence the name). Whatever tech he's got, like any of the other members of the Dominion he's insanely powerful, even without his "Thanatrons" backing him up.
Anyway, I'm not terribly satisfied with the design I came up with, as Sepulchre's armor is basically supposed to resemble a giant robotic human skeleton colored pitch black. Definitely gonna redux him.

Anyway, a more organized bio for the team:
Name: The Dominion
Purpose: Total subjugation of Earth and beyond.
Reputation: Unheard of. Unlike other powerful threats, they know the value of caution, and that once wasted, the element of surprise can never be regained.
Headquarters: Neo-Babylon, somewhere in the atmosphere of Earth, dimensionally shifted as to be nigh inaccessible and undetectable.
History: The Dominion was the result of a series of chance encounters between various like-minded villains. It started with Xerxes, a former superhero who turned from that path in disgust to plot out his plan to save humanity from itself, and his initial meeting with the assassin Widowmaker. Xerxes' natural charm and charisma appealed to her, and his quest gave her a higher purpose beyond being a high-level mercenary. After that, Xerxes sought out those that, like him, had grudges against the heroic community, adding Sepulchre, Apollyon, and The Hierophant to their ranks.
Then the Carrion Queen came.
The Hierophant was the first to become aware of her and the long shadow that the Piecemeal Plague cast on the astral plane, and helped to hide the signs of this from the rest of Earth's mystics and psychics. The entire group went out to meet her, confronting the vast fleet of titanic living corpse tombs, filled to the brim with undead monstrosities. But instead of fighting the Carrion Queen and her legion of horrors, Xerxes offered her the possibility to expanding her reach beyond this world into other worlds. Tempted by this offer after she was able to conquer an alternate Earth, she joined their ranks, adding a solar system devouring force of minions to the Dominion' own impressive array.
The Dominion has held its peace, waiting in the wings and building up a secret powerbase on Earth, sending out emissaries to gauge the reaction to the group from various governments, especially those figures whom they genuinely respected. They have been quite efficient at eliminating any trace they make, though this in turn has led to rumors of a secret "conspiracy" lurking in the shadows, waiting to take power. But nothing can be done about something no one knows exists, so as long as things remain that way, the Dominion sits and waits. When they are finally revealed to the entire world and its erstwhile "Guardians," it will be on their terms.
Recently they have begun to add supervillains and fallen heroes as "acolytes" to each individual member, 6 per member, chosen based on competency and loyalty. They do not brook any supervillainous activity from these new recruits, and those that break the rules or become unpleasant to the Dominion are swiftly eliminated. When the Dominion makes its move, these Acolytes will form the vanguard of their war machine.
Members:
Xerxes- The founder, figurehead, and spokesman for the Dominion. Appearances to the contrary, he is not their leader; he is under no illusion that he can boss the other members around, and so leads by accord, not decree. Nonetheless, the organization will tend to defer to his judgment in most situations, thanks to his combination of charisma and extensive knowledge and experience (especially as a former legendary superhero).
Widowmaker- A notorious hero killer, Widowmaker is the only member who treats Xerxes as anything more than a colleague, being attracted to his powerful will and sharp mind. Xerxes disapproves of this, but is not above an occasional "meeting of the minds." Better to keep one of greatest killers in history satisfied than frustrated. In the organization, she plays the role of spy-master to perfection; most of them consider her fragile, but this is extremely deceptive, as landing a blow from her is no mean feat, assuming that touch doesn't kill you first.
Apollyon- Physically the most powerful member of the Dominion, a seething fury clad in crimson armor. Unlike the others, he desires simple revenge against the heroes he blames for "abandoning him." This will be accomplished by slaying every last one, and afterwards taking his partition of the Earth and turning it into a perpetually burning inferno, where he can finally lay himself to rest.
Sepulchre- Alongside Xerxes, the brains of the Dominion, and far better at technical science than even him. Like Apollyon he desires simple revenge and destruction, though with him its a case of replacing humanity with his own cybernetic creations. Little more than an electronic facsimile of his consciousness operating a powerful robotic exoskeleton containing his rotten corpse, Sepulchre represents cold, inhuman, and misanthropic technology, backed up by a legion of cybernetic "Thanatrons."
The Hierophant- An ancient archmage hailing from civilizations so old that knowledge of them no longer exists, the eternally blank humanoid, his visage hidden behind a golden mask, offers the Dominion a considerable edge in the magic department, especially with the likes of Aeon and Doctor Crypt around. It helps that he knows magics and possesses artifacts that neither of the other master mages are even remotely aware of.
The Carrion Queen- The bulwark of the Dominion's power lies with the vast armies of undead monstrosities she commands, a force capable of tearing solar systems apart in a matter of days, with living dead tombships that live by feeding upon stars. Alone, the Carrion Queen and her race would be enough of a threat against Earth; even by herself, she can draw upon the entire hive mind's power and utilize its psychic might to devastating effect. Such is her malevolence and power that it gives even the other members of the Dominion pause. Instead of recruiting from Earth, her Acolytes are all specialized creatures drawn from the cream of the crop of the hive mind.

Okay, scratch any mention of the Hierophant for a new character: Malphas.
So how do go from a powerful sorcerer? How about replacing him with the freakin' Devil.
Short version: Malphas is Satan, the Devil. Not our Devil, but an alternate universe analogue to Satan and similar evil destroyer characters in mythology like Ahriman and Typhon. Essentially, he has been cast down to our dimension from the higher plane of reality he previously inhabited, as punishment. Possessing a fragment of his former might, he is still incredibly powerful compared to our universe's heroes, a perfect addition to the Dominion's ranks. He has allied with them as a way to acquire his former power and ascend the ladder of dimensions, gathering allies and power until he is ready to take back "heaven" from "God."

Was really hard to come up with. When the character is a legendary killer and assassin, its hard to find a way to design such a character without going to the tried and true well of the sexy catsuited lady (see Madame Masque, Madame Hydra, Black Widow, The Baroness, and Talia al-Ghul).
