Eh, none of those really make sense or tickle my fancy. For an antonym of Guardians, a direct counterpart would be "The Opposition." "The Opposers" at once sounds better and worse than that though.

The Opposition sounds pretty cool

Actually, I may have an alternative, since I'm not terribly satisfied with "The Opposition."
Instead, how about "Overthrow"? Or for a little flavor, "The Overthrow Conspiracy"?

Eh, none of those stick out. I mean, if the goal of this group is to get rid of their enemies to further personal, individual ends (or the ends of a single mastermind), it doesn't make sense to call them the Supremacy or Sinister Syndicate.
Also, members don't necessarily have to be the main archenemies of their respective counterparts in the Guardians. Look at Leviathan for example. Her "big bad" is Manticore, and he sure as hell isn't gonna give up being leader of his own criminal group to join a big fiesta like Overthrow or whatever we call these guys. So whoever ends up here as a counterpart to her, it will be a different major enemy of her's.

Actually, lets look at an example of an "evil counterpart" team: the Masters of Evil. For ease of reference, lets use the "Earth's Mightiest Heroes" incarnation.
So we got a basic setup like this: Baron Zemo (Leader, enemy of Captain America) The Enchantress (Founder/Co-Leader, enemy of Thor) The Executioner (Enchantress' bodyguard, enemy of Thor) Crimson Dynamo (Enemy of Iron Man) The Abomination (Enemy of the Hulk) Wonder Man (Enemy of Iron Man) Arnim Zola + Doughboy (Zemo's crony, Captain America enemy).
Notice no enemies or counterparts to Black Panther, Hank Pym, Hawkeye, or Wasp (well, you could argue Arnim Zola was the Masters' counterpart to Hank, along with Doughboy, but he hardly did anything).
So yeah, maybe we don't have to be quite so literal and have an individual enemy for each character.

Ok sounds good. So are we set with 20 guardian members and 20 anti-guardian members.

No.
18 Guardians, 20 members of Overthrow. They don't have to be the same. There doesn't have to be villains for every single Guardian. Heck, it could consist entirely of villains for only six Guardians.
