If High Society is superhumans as a higher-class preying upon lesser non-supers, then Underworld is the other side of the coin of superhuman supremacy. High Society relaxes in comfort, content to simply suck away at the lifeblood of humanity. Underworld, however, is more like a pack of wolves. It is not one group, but rather a group of superhuman gangs that exist beneath the surface. They are working class, lower class, blue collars to the white collars of High Society. But the two have one thing in common: they both consider themselves above non-superhumanity.
While High Society sits in penthouses and visits exclusive clubs and exotic locations, Underworld exists down in the dirt and mud, the nitty gritty of the cities and impoverished neighborhoods. And there they too prey on those they consider lesser. They manage drug dealing, weapons smuggling, prostitution, kidnapping, sex trafficking, and most of all, fight clubs, where the baddest of badasses can prove themselves top dog in a truly dog-eat-dog world. What they lack in power (superpowers, that is), they make up for in horrific brutality, lack of restraint, and numbers. A solo hero never wants to visit a bar patroned by these monster thugs, not unless they are a Guardian. And even then, there's not a whole lot to be accomplished busting a few heads.
